Makkah was conquered in Ramadan of the 8th year of the Hijrah, and the Battle of Hunayn followed in Shawwal. So in principle, the Prophet ﷺ and the Muslims of Madinah could have performed Hajj that same year. They did not, because Makkah was not yet fully safe. The neighboring city of Ta'if and its tribe, Thaqif, were still hostile, and stayed so until they later sent a delegation and accepted Islam. So no official Hajj delegation came from Madinah in the 8th year.
A small group of Muslims did perform Hajj that year, however. They were led by Attab ibn Asid of the Banu Abd Shams, whom the Prophet ﷺ had appointed governor of Makkah. Attab had only become a Muslim at the Conquest. He was allowed to stay in Makkah because he had never made Hijrah. The Muhajirun, who had emigrated from Makkah, were bound never to return to live there, or their Hijrah would be undone. As governor, Attab led this small group in the first Hajj that Muslims had performed openly since the beginning of Islam.
A modest, local occasion compared with the official Hajj delegation the Prophet ﷺ sent the following year under Abu Bakr RA, but the first time in Islam's history that believers could perform the pilgrimage in the open, in the city of their birth, without concealment.
