After the Conquest of Makkah, the Prophet ﷺ sent Amr ibn al-As to Oman to call its people to Islam. The Prophet ﷺ's letter to the people of Oman included the instruction, "Take jizya from the Majus." The Majus were the Zoroastrians living there.
The people of Oman accepted Islam. The letter's instruction to take jizya from the Majus, who are not People of the Book, became a key piece of evidence in the fiqh debate over from whom jizya may be taken.
